Growth Strategies for Rural Communities: Six Communities Case Study by Ashton (Bill), William; Kelly, Wayne; Patterson, Lonnie; Zarry, Xanthe

RDI conducted a review of guides and tools intended to identify growth strategies, as well as case studies into three growing (Town of Russell, RM of Pipestone, and RM of Coldwell) and three declining (RM of Argyle, RM of Grahamdale, and RM of Montcalm) municipalities in rural Manitoba. Each case study described growth initiatives and provided an analysis of the growth strategies and capitals used for each initiative.

The study revealed that growing municipalities focused their efforts on initiatives aimed at retaining and attracting people, attracting new businesses, and regional cooperation, while declining municipalities had more initiatives that focused on health/wellbeing and recreation culture. The research also revealed that financial and human capitals were used by both growing and declining municipalities in their initiatives. However, growing municipalities used social and political capitals more often and declining municipalities used built, natural, and cultural capitals more often.

This applied research project occurs at a time of reconciliation. Replacing old development paradigms in favour of ones highlighting the economic, social, and cultural development of communities is becoming the Indigenous approach. New economic paradigms seek to highlight the holistic development of Indigenous people and communities. In these paradigms, it is important to continually improve financial and organizational capacity and to educate all sectors. This new approach also means engaging with the larger Manitoba community to promote meaningful consultation, make access to economic opportunities more equitable, and share Indigenous history for intercultural competency.

RDI research, knowledge dissemination, and learning efforts help organizations build capacity by, building expertise in rural planning, development and governance amongst the student body at Brandon as well as assisting municipalities with their planning and development requirements and initiatives, complementary of eighteen (18) research materials and knowledge dissemination.
